Description

Early twentieth century County Council offices, built in Neo-Georgian style in 1928-9. County Council offices designed by Charles Riley (County Architect) in mid 1920s and opened in 1931. [Article on Charles Riley](B1). Old County Offices, Walton Street. By C H Riley, County Architect, 1928-9 and 1939. Seventeen-bay Neo-Georgian façade in brick and stone to Walton Street. Barrack-like behind (B2). Commemorative plaque inside front entrance records building work from May 1928 to November 1929, with the building opening on 30th December 1929 (B3). Dominating the north-eastern side of Walton Street are the County Council Offices which were built during the 1920s by the County Architect, C. H. Riley. This substantial building is not exceptional in either its design or detailing, but it is, nevertheless, a building of local note which possesses a restrained grandeur appropriate to its civic role. The classical form and restrained detailing of its principal Neo-Georgian elevation suggests deference to the Crown Court, whilst making reference to the Georgian brick elevations found elsewhere in the historic core of the town. The building is set back from the road and in front of it is a small car park. Between the car park and the road is a low metal railing which marks the original line of the historic street frontage. This is a Building of Note within the Conservation Area of Aylesbury (B4) Old County Offices - Rear Ranges: Large flat roofed blocks built around two courtyards. Constructed in red and brown Buckinghamshire brick with reconstituted Portland Stone dressings and details particularly the front facing elevation Brickwork laid so that the brown bricks formed verital line to the side of the windows and marking corner pillasters. Rear ranges four full storeys. The southern elevation an additional floor level, the basement, is visible due to the lowered ground level fiollowing the dropping topography of Walton Street. Windows are multi-paned casements set into a cross frame. The roof over the front has a mansard form. Rear sections rise above the front ranges parapet. Flat roofs wih bitumen covering. Stepped on the narrower elevations facing east (B5).
